NEW ORLEANS —The Orleans Parish Prison inmate seen roaming Bourbon Street in a video shown in federal court Tuesday may have hinted at the video’s existence while talking to WDSU in 2009.
Arthur Johnson was captured and returned to Orleans Parish Prison in the summer of 2009 after being on the run for almost three weeks
