Touchy about tax criticism

The Jindal administration is really touchy about speculative criticism of the governor’s not-yet assembled plan for eliminating $3 billion in income taxes and replacing them with sales taxes.

Three groups known to oppose the American Legislative Exchange Council’s influence over lawmakers to get them to pass laws that benefit corporations which belong to ALEC, observed this past week that Jindal’s tax plan is similar to what ALEC is promoting in several states. But until the governor actually puts a plan on paper, there’s no way to tell how similar it is.

One obvious difference is that Jindal wants to put in some kind of sales tax exemption or rebate so lower-income taxpayers won’t be hurt by the switch. There’s no such provision in ALEC’s plan.

Tim Barfield, executive counsel for the state Department of Revenue, issued sharp criticism of the story published in Gannett newspapers and a similar one in The Advocate reporting the groups’ concerns about ALEC.

Barfield’s release says “the Gannett article cited as fact a report issued by the Institute on Taxation and Economic Policy (ITEP) that erroneously claims the effects income tax reform would have on Louisiana by ignoring many key factors and making false assumptions.”
