
It was about 9:15 p.m. on March 13, 1996, when two women walking in the St. Claude neighborhood were confronted by an armed stranger. Pointing his gun at their heads, the man forced the women into an alley near North Villere and Mazant streets, made them perform oral sex on him and raped both of them, according to New Orleans Police Department reports.
More than 16 years later, the alleged rapist was arrested on Friday.
DNA evidence from both victims matched the crime to Blaine Chaney, 32, according to an NOPD arrest warrant signed by a judge on Sept. 29, 2010.
It is unclear why Chaney remained free until Oct. 26, 2012. Police found Chaney in the 1900 block of Paris Road, which is not his listed address.
