Caddo Commissioners made it clear. Novelty potpourri, or synthetic marijuana and hallucinogens, aren’t welcome in their parish.
“I don’t know if we’ve outlawed it more than we have made it harder to get,” Commission President Michael Thibodeaux said. It’s harder to get due to just passed Ordinance 5207. The law makes it illegal to display the synthetic drugs for sale. Thibodeaux says places where the abused potpourri is sold should take it off their shelves immediately.

“If you are found to be selling the synthetic marijuana, then you’re going to have a problem,” he said. However, Thibodeaux points out, as of now, you’ll only have a problem if the THC like chemicals used to make the potpourri have been made illegal.
“We want to test it,” William Opitc said. “We [don’t] want to sell anything illegal, but the police give us no avenue to get it tested.” Opitc says he is affiliated with two area convenience stores that sells the potpourri. He told the Caddo Commission that local authorities have refused to test the potpourri for the banned chemicals.
“We’re trying our best to stay on the right side of the law, but when the police come and say we’re not going to give you an avenue to test it,” he said. Opitc says he thinks it is unfair for the parish to pass the ordinance since testing is no longer an option

“There is almost no way to just name one product,” Thibodeaux said. “So, what you got to do is try and outlaw it altogether.”
Under the ordinance, if a convenience store owner is caught selling the potpourri laced with illegal chemicals they could face a $500 fine or 6 months in jail.
