The Louisiana House overwhelmingly agreed Thursday that habitual offenders should be given the opportunity to be released from prison.
State Rep. Patricia Smith, D-Baton Rouge, said House Bill 543 would create hope for inmates serving life sentences for what she characterized as “victimless” offenses, such as repeated drug or theft charges. Her bill would not apply to violent criminals or sex offenders.
“This is not being soft on crime. This is actually being smart on crime,” Smith said.
The House voted 86-7 in favor of advancing the legislation to the Senate.
